Investor Seeks Construction of Building of at Least 67,761 Sq.M on Site of Riyi Docks

Tbilisi City Hall has begun proceedings to issue a planning assignment for a development regulation plan for Riyi. The information was first disclosed by lawyer and former MP Irakli Abesadze.
The documentation names Omer Kirachia as the client. He is a Turkish businessman and director of LLC Riyi Dom. The Riyi Docks were owned by this company.
The land plot totals 14,591 sq.m, while the calculated area for the K2 coefficient is indicated as 67,761 sq.m. This does not mean the building cannot be larger than this area; this detail will be clarified at a later stage, based on the submitted project.
"According to the submitted planning assignment, we want the public-business zone 2 to fully extend across the territory," the documentation reads. Apart from one file, no other document or study has been submitted at this stage.
Abesadze writes: "At this stage, the 'investor' is requesting the construction of a building of 67,761 sq.m without submitting the relevant documentation and studies, which, given the functional zone requested for the land plot (SSZ-2), means a building of approximately 10 floors, where, according to the order signed by Irakli Kobakhidze, it is already known that a hotel will be located, which also means the possibility of opening casinos, restaurants and other establishments of related profiles here."
According to Abesadze, further development of the Riyi Docks territory can only be its unification with Riyi Park. He said: "The City Hall must at least ensure a real and not formal public discussion of the 'investor's' proposal and broad involvement of specialists from all directions." He also spread a photomontage on social media.
According to the order dated May 6, 2026, the development of a hotel project is possible on the Riyi Docks territory. The document states that the development of immovable property registered under a cadastral code includes (but may not be limited to) the creation of a hotel, which may also imply construction/demolition works, commissioning of the relevant buildings and structures (if necessary) and the start of the hotel's operation.
The dismantling of the Riyi Docks is currently underway. The City Hall issued the relevant permit a few months ago. According to the order of the City Hall's Architecture Service, the dismantling must be completed by December 25.
"Riyi Docks" was built during the rule of the "National Movement" government and remained non-functional for years. In 2022, on the sixth attempt, the state sold it for 10,020,000 GEL.
