Constitutional Court Rejects Both Motions by Lelo

The Constitutional Court of Georgia has not granted two motions submitted by the political union "Strong Georgia – Lelo for People, for Freedom". One of them concerned inviting experts from the Venice Commission.
Lelo asked the plenum of the court to invite Venice Commission experts Veronika Bílková, Srdjan Darmanović and Carlo Trucco, and to hear their opinions. When submitting the motion, it was stated that the aim of the motion is for the court to directly hear the professional views of the experts on the content of the disputed legislative changes, their possible legal consequences and their compliance with European democratic standards.
The plaintiff believes that the participation of experts would contribute to a full examination of the constitutionality of the disputed norms, particularly regarding guarantees of political pluralism, the freedom of political associations and the protection of political competition in a democratic society.
With the second motion, Lelo requested that the court admit for substantive consideration its constitutional claim No. 1907, submitted on 28 October 2025. The claim challenges the constitutionality of the relevant norms of the Organic Law of Georgia "On Political Associations of Citizens".
The aim of the claim is for the court to assess the compliance of the disputed norms with rights and freedoms protected by the Constitution, including the freedom of association in a political party, freedom of expression, political pluralism and the constitutional guarantees of the democratic political process, within the scope in which these rights and principles are substantiated in the claim. The court also did not grant this motion.
