Ukrainian President Volodymyr Zelensky said the level of readiness for resilience plans is lowest in the capital among the country's regions. As a result, he has started consultations on decisions in the areas of security and governance.

Zelensky wrote on social media: "As of mid-October, across almost the entire territory of the country, including border and frontline regions, the rate of implementation of resilience plans is higher than in Kyiv. Kyiv residents really feel this, because even after separate strikes by 'Shahed' drones, electricity and water supply is cut off in a significant part of the capital."

According to the president, meetings have already been held with former head of Ukraine's Security Service Vasyl Maliuk, head of the State Reconstruction Agency Ivan Fedorov, Kharkiv Mayor Ihor Terekhov, businessman Kostiantyn Yefymenko and former MP Maksym Yefymov.

Zelensky said he is preparing to make a decision regarding the situation in Kyiv.
