Gorduladze to Farulava in Committee: Calm Your Nerves or Be Removed From the Hall by the Marshal

At a session of the Parliament's Legal Affairs Committee, Committee Chairman Archil Gordualdze promised to have Faction "Georgia for" MP Giga Farulava removed from the hall with the help of a marshal. Gordualdze said: "Mr. Giga, either calm your nerves or I will ask the marshal to remove you from the hall. Stop shouting, or I'm telling you, I will really have you thrown out!"
The committee considered a draft of amendments to electoral legislation planned on the initiative of Georgian Dream. Only Farulava asked questions. Gordualdze told him that he was against everything, except for becoming chairman of the Zugdidi City Council with the support of the "United National Movement". According to Gordualdze, Farulava was chairman of the council for three years precisely with the support of the United National Movement, and still insists that they have no coalition with this party.
Farulava touched on several initiatives and placed special emphasis on the novelty of appealing CEC's summary protocol in court. He said: "Appealing the CEC's summary protocol will be possible at a technical level. An interested party will not be able to appeal it on the substance, and in this particular case the court will not be able to begin deliberation either".
Georgian Dream MP Davit Matikashvili responded that the real dispute takes place within precinct commissions, and nothing changes in the procedure for appealing precinct commission protocols. According to him, the substance of the CEC's summary protocol is different, and in relation to precincts it still cannot be appealed.
According to Matikashvili, under the current law each precinct can be appealed, and all violations at a precinct can be appealed. He added: "If you do not have such support, society is not interested in your fate and you do not have such popularity that you have an observer and this observer writes a specific complaint, this is absolutely understandable, but this does not indicate a systemic problem!"
Matikashvili also said: "If an interested party, within the legal framework, within legal proceedings, skipped the precinct stage and the precinct summary protocol entered into legal force, they do not return to these issues in subsequent processes. This is how it happens everywhere - throughout the entire democratic world!"
