On October 28, a round table was held in Moscow and a presentation of the "Unity of Georgians and Russians" foundation was organized. The co-founders of the foundation are Mamuka Fiphia and former Georgian Prosecutor General Otar Fartskhalatze.

Fiphia is sanctioned by the United Kingdom, and Fartskhalatze by the United States and the United Kingdom. Fartskhalatze is charged in several criminal cases.

According to the Russian state-run media outlet Sputnik, a document was signed at the event. It contains proposals to strengthen humanitarian and cultural ties between Russia and Georgia. The document provides for an appeal to Vladimir Putin and the Georgian government with an initiative to develop bilateral relations. Among them are the creation of a Russian-Georgian university, the promotion of the Russian language, and the restoration of the possibility of worship and pilgrimage in churches. The document states that the resolution of these issues depends on the political will of the governments of both countries.

On October 1, the United Kingdom, within the framework of sanctions against Russia, imposed sanctions on Mamuka Fiphia, Nikoloz Mjavanadze, Paata Abuladze and Giorgi Iremadze. According to a statement by the British government, Fiphia, who is the leader and international secretary of the party "Solidarity for Peace", headed a delegation of Georgian politicians that met with the head of the so-called Donetsk People's Republic and announced the visit. The British side also states that Fiphia was spreading Russian disinformation narratives.

Last month, Fartskhalatze said that the decision to form the volunteer unit "Georgievsky", fighting against Ukraine in the war, was made after Vladimir Putin invited him to the May 9, 2025 parade.

In 2023, the United States imposed sanctions on Fartskhalatze. According to the US statement, Russia's FSB used him to exert Russian influence on Georgian society and politics. In 2025, the United Kingdom also sanctioned Fartskhalatze. The former Prosecutor General is charged in the case of organizing the premeditated murder of businessman Levan Jangveladze and in the case of so-called call centers.
