Georgia Remains in Top Tier of US Report on Combating Trafficking

Georgia remains in the highest tier in the United States Department of State's report of October 8, 2026, on measures taken to combat human trafficking. The country has remained in "Tier 1" continuously for the 11th year. Of 188 countries, only 33 are in this category. The information is disseminated by the Prosecutor's Office of Georgia.
According to the Prosecutor's Office, Georgia, through consistent, coordinated and effective measures in the fight against transnational organized crime, is creating a safe and reliable environment in the country and the region. The agency says that it is precisely the significant efforts of the state that determine the consistently highest assessment.
The report highlights efforts against trafficking both in terms of crime prevention, as well as the identification of offenders, criminal prosecution and conviction, and also the protection and compensation of victims.
According to the Prosecutor's Office, special attention was paid to effective criminal prosecution of sexual exploitation cases, the application of strict liability measures against offenders, and criminal-law restitution for trafficking victims. The international cooperation experience in trafficking cases, the mandatory involvement of a Prosecutor's Office witness and victim coordinator, and measures to raise the qualifications of prosecutors were positively assessed.
In 2026, in cooperation between the Prosecutor's Office and the Council of Europe, the HELP programme training course "Combating Trafficking" was held. 17 prosecutors and a Prosecutor's Office witness and victim coordinator were successfully trained.
In 2016-2026, criminal prosecution based on the decision of a prosecutor was initiated against a total of 94 traffickers. In cases of trafficking of adults, under Article 143¹ of the Criminal Code, prosecution was initiated against 36 persons; for trafficking of minors, under Article 143², against 57 persons; and for trafficking of both adults and minors, under Articles 143¹ and 143², against one person.
The Prosecutor's Office states that it continues its strict criminal law policy on trafficking offenses.
